1. Meeting called to order by President Arvonne Fraser. The agenda was approved.
2. A motion to approve the March General Membership minutes was passed.
3. Board member Sonny Schneiderhan introduced the election slate. A call to the floor for nominations was made three times. A motion ( B. Distad) to approve the slate of candidates was passed. The new board was welcomed. Also introduced were 2 new board members who filled vacancies of board members who left before their terms were filled.

4. Board actions from earlier tonight were reported.
• A motion (D. Carlson) to appoint Larry Prinds and Dan Lanske to fill vacated seats of Paul White and Brian Lundgren was passed.
• A motion (E Nauman) to purchase enough “Welcome Students” signs so that we have 100 on hand passed. The funding for the reorder will be taken from NRP Safety & Livability outreach budget.
• A motion was passed( J Radzwill) “to send a letter to Schafer Richardson indicating MHNA’s endorsement of the East Bank Energy Center project as we have seen it so far and also expressing our desire to be kept informed as things progress and our excitement about the historic preservation and the opportunity for interpretation of the historic aspects of the East Bank Mills.”
• The board passed a (B. Distad) motion, based on the Land Use committee recommendation, to send a letter stating, “While we understand that there is a need for traffic mitigation, we oppose the design and the placement of the sign as currently planned. The current design misses the opportunity to create a welcoming gateway to the University.” (Re: U of MN Transportation Services’ plan to erect permanent variable message signs.)
• A motion ( J Radzwill) to send a letter in opposition to the parking variance as it does not meet our Master Plan or the University District Overlay requirements and to express concern that the developers’ plans keep shifting and changing and we are not being kept up to date passed. ( Re: Doran Co’s request for a parking variance to 25 fewer spaces than required at 1209 4th St SE. Developer subsequently withdrew this request.)
5. Council Member Diane Hofstede updated the group on activities in the third ward, much of it transportation-related.
6. Jessica Hill, of the Central Corridor Light Rail project, presented the plans for the Minneapolis section of the line. Some advance traffic improvements are underway now. People can go to centralcorridor.org for more info. Some in attendance brought up an increase in truck traffic on 4th & University since the 35W Bridge collapsed.
7. Jacqueline Dekker Travis, MHNA member and parent of students at Marcy Open School, reported on the Terry Peace Labyrinth Project. Located on the 5th St side of the school, the labyrinth and a “path to peace” are in the planning stages. A fund raising campaign (memorial “gift” bricks) is being conducted to raise the initial cost of $20,000. The project is seeking more partners- contact her at Marcylabyrinth@gmail.com. It is hoped the labyrinth becomes a peaceful destination for residents and visitors.
8. Matt Mullins, of Maxfield Research, spoke about a Housing Market Study being undertaken by the University District Alliance. People present were asked to fill out a survey – results expected early fall.
9. Ardes Johnson, MHNA board member, reported on the Urban Forestation project. Our neighborhood suffers greatly from tree vandalism, with some trees in the Dinkytown area having been replanted three times over in the past 9 years. Mpls has one of the best urban Forestry Departments in the country. A class at the U studied our problem and suggested an awareness campaign. Tonight Ardes asked MHNA to send letters to Minneapolis Parks & Rec Forestry Division for their time and info on the study; Jan Morlock for her support and participation; and to Professor Johnson and the Urban Forestry Resources class for taking this on. Ardes was also thanked by the group.
10. President Arvonne Fraser reviewed the year at MHNA – the good work done in the committees, the public gardens, the events and fund raising to name a few. Vice President Bob Distad urged people to get involved. Officers and board members who are stepping down were recognized as well as staff. Individual “certificates of appreciation” were given out and President Fraser was presented with a bouquet of flowers for her three years of service as president.
11. Kathleen Reilly reminded people that the SE Library is looking for artists to show their work. Contact Eric Heideman at the library.

MHNA Board Actions Since June 2010 General Membership Meeting

July – OK’d our participation with the Alliance at 3rd Ward Summit, Sept 22.
Agreed to send a letter of congratulations to Alex Roberts for his James Beard Award and thanking him for his many investments in the neighborhood.

August- Approved budget and NRP expenditure for the Trees Postcard project . The project is designed to increase awareness of boulevard trees and help stop tree vandalism. It is a result of work done in the Urban Forestation project.
Approved, after design changes, a 12-unit apartment building for the former site of Gophers Cleaners, 811-817 4th St SE.

Agreed to send a letter to the U Regents expressing our appreciation of the U’s participation in the Alliance and hoping the new president will be as responsive as President Bruininks has been and support the permanency of the organization going forward.

Voted to make official MHNA’s reps on the Alliance Steering Council: Arvonne Fraser and Doug Carlson, with Melissa Bean as alternate.

Agreed to research further the concept of a community flower garden at gateway intersection of Hennepin and Central.

September – accepted the appointment of John Worden, to fill the MSA seat.
Submitted comments on the new Neighborhood Community Relations draft guidelines.

Recommended that President appoint a task force to review the Master Plan for updated recommendations.

Recommended that the General Membership, at the October 2010 meeting, amend the bylaws to delete the word “debating” from Article VII. Section 2., after the proposed amendment had been reviewed by Executive Committee and board.

Agreed to revive the plans for a way-finding illustrated map to be inserted in the kiosk at Stone Arch Bridge.

Recommended moving $10,000 from CEE Program Income to NRP contract # 22551 Administration via a vote at the October 2010 board meeting.

Agreed on date, time and place for a fall fundraiser.

Approved a request to support an elevator extension at the roof of the Phoenix on the River condominiums .

Supported an ADA entrance at the Soap Factory, on the 5th Ave SE side. (Request was subsequently withdrawn by the Soap Factory ) .

Decided to seek ideas at our October general membership meeting as to how best use the newly available $141,447.23 of NRP funding. MHNA Board will review and ask for a vote at the Jan 2011 General Membership meeting.

Agreed to send a letter to President Bruininks asking the U to include representatives from the most heavily affected neighborhoods from the outset in order to provide input and perspective on how increasing the University size will dramatically affect them.

Passed a motion to thank board member Kelly Phillips for agreeing to host our Oct 14th fundraiser at Lush Foodbar.

1. East Bank Mills Project: Maureen Michalski presented a brief update on the project. The most recent update to the neighborhood was in summer 2009 and again in November 2009 before the Task Force, seeking TIF support with potential affordable housing.

Brief overview of (contributing) buildings in the St. Anthony Falls Historic District:
§ The A Mill (six stories and penthouse) – commercial / office reuse. The basement will be used for industrial use in creating renewable energy (East Bank Energy Center) using the existing tunnel, drop shaft infrastructure and river water.
§ The machine shop – anticipated for active, pedestrian-oriented commercial re-use.
§ Warehouse 2 (four above ground levels at the south side of the building, adapting to grade level changes along 2nd St SE) – commercial / office re-use.
§ South Mill and Warehouse 1 – first floor retail and upper (8 stories) floors rental housing (approximately 40 units) or commercial / office.

Partnership efforts for the East Bank Mills project include: Minneapolis Riverfront Development Corporation, MNRAA, Lab, Heritage Board, University of MN, etc.

Financing update: Developer is applying for state and federal historic tax credits, tax increment funds, as well as St. Anthony Falls Heritage Board Funding and MN Arts and Cultural Heritage Board Funding (Legacy Funds).

There is a potential tenant for the Machine Shop, possibly toward the end of the summer. Details are still being worked out.

Maureen followed these updates with a brief overview of the East Bank Energy Center, river water heating and cooling system. She answered several questions.
ACTION: The Marcy-Holmes land use committee unanimously endorses the East Bank Energy Center project as we have seen it so far. We expect to hear progress reports as the project is developed. We are excited about the historic preservation and the opportunity for interpretation of this historic aspect of the East Bank Mills development.

2. University District Alliance update from vision and planning committee. Ted Tucker and Hilary Holmes came to the committee to determine whether the group was interested in some sort of forum. Ideas were exchanged regarding the type of forum – not exclusive to specific groups (open to all who were interested in the neighborhood) and non judgmental (a place to freely exchange ideas for shaping the neighborhoods surrounding the University). Ideas were exchanged as to the length of forum, how many of the group would attend and when the best times to hold such a forum might be. Ted and Hilary will be introducing the idea to the other neighborhoods in the University District Alliance and will try to distill ideas so that a planning forum might be held in the near future.

3. University of Minnesota Transportation Services, represented by Jan Morlock, presented a plan in conjunction with the City of Minneapolis in which traffic-monitoring cameras (geared to monitoring the traffic on the ground) and adaptive signal controls would be installed. The plan is to include four permanent variable message signs. The sign in our neighborhood is planned for University Ave SE directly in front of Roy Wilkins (residence) Hall. The plan is to help with traffic mitigation when Washington Ave SE is closed for Central Corridor light rail line. Approval of these signs is already in process and will be acted upon by Public Works. The Comment period is now open.

ACTION: The land use committee unanimously recommends that the Board of Directors send the following statement to Minneapolis Public Works and to the University of Minnesota:

While we understand that there is a need for traffic mitigation, we oppose the design and the placement of the sign as currently planned. The current design misses the opportunity to create a welcoming gateway to the University.

4. Miscellaneous Announcements:

1209 Fourth Street SE, the Heart of the Earth School Site. This project will be before the regular planning commission on Monday, June 28, 4:30 p.m., room 317 of Minneapolis City Hall. Since the June 8 land use meeting, I have been in contact with Becca Ferrar, the assigned planning staff. At last contact with staff, I understand the final design of the project is in flux. The staff report will be out on Wednesday, June 23.

Land use approvals the developer is requesting (listed below):
§ Site plan approval
§ Replat
§ Phased Planned Unit Development for the entire site
§ Conditional Use Permit for 102 Dwelling Units
§ Rezone from R-5 to OR3
§ Interior side yard setback variance of approximately 2.5 ft.
§ I have learned the developer will be seeking a variance to allow for 25 fewer parking spaces. This is less than the 0.5 parking spaces per bedroom required by the Marcy-Holmes master plan and the City of Minneapolis in the University District Overlay area.

The letter from the Marcy-Holmes board specifically stated that we look forward to seeing the final submission to the planning commission so we can comment further if necessary. The developer has not been back to the land use committee since the May 11 meeting. If the MHNA board wishes to make further comments, it will have to do so at its June 15, meeting.

Safety & Livability Committee meeting (June 10)

Safety & Livability Committee meetings are back starting Thursday, June 10, 2010 at Dunn Bros Coffee (6th Ave and University) at 6:30 pm.

The agenda will be light, but please bring any S&L concerns for discussion.

International drum corps competition (July 17)

An international drum corps competition is coming to the stadium July 17, 2010.

International drum corps competition (July 17)

The University of Minnesota will be hosting Drum and Bugle Corp events this summer in TCF Bank Stadium.

Drum Corp International Saturday July 17, 2010
Twenty-five of the best drum and bugle corps from around the country will be performing at TCF Bank Stadium. Drum Corp International competition is expected to attract approximately 12,000 people and is open to the public. For ticket information go tohttp://www.dci.org/tickets/

The competition runs from 2-10 p.m. Bands performing early on the schedule could begin warming up by 10 am in the parking lots around the stadium.

Lots 33 and 37 off of 5th St SE next to the stadium will be used to park buses and trucks. There will be no alcohol sold in the stadium and tailgating is not part of this program. Many bands leave shortly after their performances. The University is asking Drum Corp International to direct guests to parking lots on campus near the stadium. Drum Corp International will be using the house PA system for the for announcements and some other programming, but the band performances will not be amplified on the house PA system.

U2 concert postponed

The Summer U2 concert coming to TCF Stadium Sunday June 27, 2010 has been postponed.

Support Minneapolis Riverfront District Fireworks

Many (maybe most) folks don’t know that the July 4 fireworks along the Minneapolis riverfront are NOT paid for by the City or Park Board, but rather are the result of the support of riverfront businesses, residential communities, individuals and others.

The fireworks displays can be as big as the supporters help them to be.

Bike Walk Week 2010

Get Tuned Up for Bike Walk Week 2010 — June 5-11

With the recent news from “Bicycling” magazine that Minneapolis is the nation’s #1 bike-friendly city, it’s time for everyone in the Twin Cities to gear up for Bike Walk Week, which this year has moved from late May to June 5-11. The week includes events and activities designed to promote walking and bicycling as fun, healthy, and convenient ways to get around. In the Twin Cities area, several classes and workshops are offered in May covering bicycle maintenance and traffic skills—including some for women only. A full schedule is available at:

We had a great turnout on May 22nd to weed, water, plant and mulch the 6th have Greenway…until the monsoon hit!

Many thanks to the hearty souls that forged ahead- new faces from Flour Sack Flats, U of MN student/project designer Ekow Addo, MHNA members including our very dedicated garden committee, U of MN student liaisons, Cedar Riverside Master Gardener Doris Wickstrom , and a great crew of volunteers from Gardy’s Plantscaping (612-866-2966) of So Mpls.

Also couldn’t have done it without water provided by nearby neighbors WD Forbes and Metalmatic. Plant materials were purchased with a generous grant from the Home Depot Foundation’s Building Healthy Communities grant program, which supports the work that local nonprofit organizations, public schools and other community organizations are doing to improve the physical health of their neighborhoods.

We are establishing a Sixth Ave Stewards group to maintain the area – contact the office if you want to join. Watch for more 6th Ave Greenway events this summer.

Emerald Ash Borer

Emerald Ash Borer: updated information for residents on what to do about ash on private or public property: If you would like to have your ash removed before it becomes infested, here is the process:

For ash on public property (like the boulevard): Call Park Board Forestry at 612-313-7710. They can remove even non-infested trees, grind the stumps and replant with a different species. This work can only occur between September 1 and May 1 – cutting down trees during the warmer months increases the risk that the beetles will move.

For ash on private property: call Park Board Forestry to get a list of licensed arborists. Residents will have to pay to have trees removed and replaced. MPRB Forestry is urging Minneapolis residents not to treat ash on private property with synthetic insecticides. It is unclear that these chemicals will substantially increase the life of a tree, the risks to the ecosystem and human health are unknown, and treatment requires a long-term financial commitment. Please do not apply insecticides to your ash.

Construction Beginning on Central Corridor

Construction is beginning on elements of the Central Corridor LRT line in Minneapolis. In September, the project will begin prep work to retrofit the Washington Avenue bridge to accommodate light-rail trains by reconstructing the bridge piers. They are also beginning work on the “advance traffic improvements” to the area around the campus. These improvements include new traffic signals and turn lanes in and around the University East Bank Campus. In December, they will start work to tie in the Central Corridor line from the Hiawatha LRT line just west of the Cedar-Riverside Station to Pleasant Street on the East Bank. The bulk of the work in Minneapolis will start in spring 2011.

Entries can depict people, activities, nature and places in the Minneapolis park system. The contest is open to amateurs of all ages, Minneapolis residents and non-residents.

Photos must be unpublished and taken in Minneapolis parks and parkways between January 1, 2006, and October 15, 2010. Entries must be submitted by October 15, 2010.

Photographs from all seasons are encouraged, and photographers may submit up to four entries. There is no entry fee.

Kids can learn to row for free this summer on the Mississippi River.

The Golden Gopher Rowing Team in collaboration with the Minneapolis Park and Recreation Board (MPRB) offers a limited number of free registrations. All kids ages 10 years old and older are encouraged to send in their application for this great opportunity. Applicants will be put into a lottery system to be selected for the camp of their choice. Applications are due Friday, June 18, 2010 and selected campers will be notified Friday, June 25. The camps are free, but space is limited. Selected campers will receive a free, one-week camp hosted by current athletes and coaches from the University of Minnesota women’s rowing team. These elite rowers will be on hand to teach their championship skills to the campers. Camps are located at the University of Minnesota Boathouse. The camps are NOT overnight and campers must have transportation to and from the campsite each day. The boathouse is located on the east side of the Mississippi River in East River Flats Park. The park is accessible from East River Parkway just south of Washington Avenue SE in Minneapolis.
