6th Ave native plantings – we still have brochures and signage to complete, assess needs for plant materials, set up a meeting to get nearby adopters involved

1. Meeting called to order at 7:45 pm by Vice President Bob Distad.
2. A motion (J Radzwill) to approve the agenda as sent out was approved.
3. A motion (B Sherman) to approve the last general membership meeting minutes, Jan09, was approved.
4. Board actions from earlier tonight were announced: The board chose several dates for Neighborhood Clean Sweeps. We will send in application and get a date confirmation in about 2 weeks. We are still looking for an event coordinator and have some funding for that position.

The board will support an application to the Stadium Good Neighbor Fund for the balance of funding needed to refurbish three historic Dinkytown murals if the Dinkytown Business Assn will sign and submit the form.

A bill is being introduced in the legislature (HF1536) to authorize the U of MN to enact ordinances, provide criminal penalties and propose code for new law. The MHNA Board passed a motion (G Kepner) to adamantly oppose this legislation to give the U of MN authority to write ordinances covering usage- specifically alcohol consumption- at sites they own, or lease that are off-campus property.

The board passed a motion to request that any visions and plans developed by the University District Alliance be considered as sources for refining and amending the University of Minnesota Master Plan, just as are Campus District Plans.

Executive Committee approved three requests for Dinkytown businesses to be open extended hours until 3 am: Mesa Pizza, Uncle Franky’s and Qdoba.
A fourth request, heard tonight by the board, from Tony’s Diner was also approved.

A motion to support the MHNA Master Plan and deny the developer’s request for rezoning to C3A at 600 Main St SE was passed. A 6-story apartment building was proposed for this triangle south of Main Street, across from the Stone Arch Bridge. This action occurred after consultation with the general membership assembled here tonight.

5. A draft Marcy-Holmes Transportation Policy was sent it to members for comment and approval. The policy was discussed tonight. Cordelia Pierson thanked the board for their work, adding that it will help others understand our priorities re: future funding and public investment here. It was suggested we should add Transit for Livable Communities to the “Implementation” section and convene a meeting with them. Bob Distad brought up the health benefits this policy will promote. The board will take the policy to a vote in April
6. Council Member Diane Hofstede spoke to the group. She introduced a “sofa” ordinance that would make it illegal to have indoor upholstered furniture on porches. MHNA did not take a position on this. Some changes to the City’s Heritage Preservation oversight of demolition permits are proposed, as are changes to the zoning changes and density. Changes to the city’s charter are also coming before the public : to eliminate the board of taxation, eliminate the city coordinator in favor of a city manager and eliminate the separate park board. Climate Change grants are available from the city, applications due April 20. www.ci.minneapolis.mn.us.
7. Kathleen Reilly spoke about new programming at the SE Library. Circulation is up, we are encouraged to use this newly spruced up facility.
8. Liz Wilenski, running for Park Board seat, was present and recognized by the chair.

Board Actions since last MHNA General Membership meeting:
April 2009 – Board decided to cancel Neighborhood Clean Sweep event.
State Historic Preservation Tax Credits. – Board voted to support this file at MN House and Senate and to contact our state officials.
Board voted to support Safety & Livability’s Good Neighbor Fund application for additional police time and Housing Inspections during game days at the new TCF Stadium.
The Executive Committee voted to send a letter to Licensing indicating concerns about the occupancy limit increase request for the Varsity Theater ( to 800 persons) and to get again on record the assurance that MHNA’s agreement for marquee use at the Varsity 6 times per year is being honored by the owner.
May 2009 – Board voted to select Melissa Bean as our elector with Gordon Kepner as alternate elector to the Neighborhood Community Engagement Council elections. The NCEC is the replacement for NRP Policy Board.
Board voted to approve the MHNA Transportation Priorities document, previously discussed at both board and general membership meetings.
Board decided to send a letter indicating MHNA wishes to follow its master plan for 600 Main Street. A second development proposal for an apartment building south of Main Street was received after the first plan was denied at the City.
Executive Committee voted to support a request for a variance to allow Varsity Bike Shop to display bikes outside of their shop in Dinkytown.
Executive Committee voted to support an official complaint to the Met Council from St Paul’s historic Rondo neighborhood. The complaint asks for further study of adverse economic and cultural effects the line could have on the area’s minority populations.

The University YMCA is hosting its Spring Clean-Up Fundraiser:

University District Alliance progress report

The University District Alliance recently completed and proudly submitted a progress report to the legislature, highlighting some of the achievements of the Alliance in the first year of activity. I hope you have had an opportunity to read the report and share it with other members of your organization and the community.

The Alliance’s work is being accomplished through the extraordinary efforts of hundreds of volunteers — members of the Steering Committee, five work groups, participants in planning workshops, friends and partner organizations. Their work has resulted in:

A Home Ownership Preservation Program that has preserved at least 22 homes for long-term owner-occupancy.

A Home Buyer Incentive Program that will attract at least 15 new homebuyers to the University District.

A website featuring the benefits of living in the University District: www.livenearyourwork.net.

A start on commercial district streetscape improvements in the Cedar Riverside business district.

Twenty student-neighborhood liaisons working in Marcy Holmes and SE Como, connecting students and their neighbors.

Inspection of 500 rental properties, with 2,000 housing violations resolved.

New ordinances to strengthen regulation of rental properties.

A zoning, planning, and regulatory review to look at the unique regulatory needs of our part of the city.

The beginning of the development of a vision and plan for the University District, including ideas for transformational developments in each part of the District.

New channels of cooperation among the Alliance member organizations.

There is more good work to do in the coming year, including continuing and improving the work already begun on Alliance projects, launching the next stage of planning for the District, improving our communications, and building a strong organizational base for the future.

Any comments about the first year’s work of the Alliance are also welcome.

Annual Home Tour

Minneapolis & Saint Paul Home Tour
April 25 & 26, 2009.

Sixty homes, 39 in Minneapolis and 21 in Saint Paul will be featured on the Minneapolis & Saint Paul Home Tour.

Homes on the free, self-guided tour will be open Saturday, April 25, 10 a.m.-5 p.m. and Sunday, April 26, 1-5 p.m.

To help plan your tour, Home Tour Guides with maps, descriptions of all the homes and special features are available at local libraries in Minneapolis, Saint Paul, and suburban Hennepin and Ramsey counties. The tour brochure features a Marcy-Holmes home on the cover! We are well represented on the tour, both as a neighborhood (see homes #13 and #14) and as part of the University District Alliance. The Tour will also dovetail with the launch of the LiveMSP.org website, a new initiative to celebrate city living and promote the neighborhoods of Minneapolis and Saint Paul as premier housing choices.
The Minneapolis & St. Paul Home Tour is coordinated by Minneapolis Neighborhood Revitalization Program (NRP) with the City of Saint Paul Planning and Economic Development department, and other corporate and non-profit sponsors.

This is a great chance to show off our neighborhood! Several other University District homes will be on the tour, so it’s our chance to shine.

Volunteers to help staff the Marcy-Holmes homes are needed. If you can spare a couple of hours that weekend, please contact the MHNA office. It’s actually fun, you’ll meet loads of people and maybe some will actually decide to live here due to our efforts. Please consider this option, and if nothing else, take the tour yourself. Lawn care and rain garden classes

Friends of the Mississippi River offers a number of classes on lawn care techniques and design of rain gardens to reduce stormwater run-off and enhance its quality.

Rain Barrels and Compost Bins Available for Purchase

Compost bins and rain barrels can be pre-ordered until March 27 through the Recycling Association of Minnesota (www.recycleminnesota.org) for pick-up at the Living Green Expo (May 2nd and 3rd) at the Minnesota State Fairgrounds Grandstand.

Hennepin County will not be selling compost bins or rain barrels in 2009.

With a compost bin, available for $47, you can turn your food scraps, yard waste and compostable paper into a nutrient-rich soil additive for your lawn and garden.

Rain barrels, available for $65, can be placed under a roof downspout to collect stormwater runoff that can be used to water your lawn and garden. Capturing stormwater also reduces runoff that carries pollutants into streams and rivers.

Backyard Harvest

MHNA just received this notice of interest to gardeners. If you can get together with some neighbors, this looks like a great way to grow food this summer!

Backyard Harvest is now scheduling customer consultations for the fast-approaching 2009 growing season! Contact Krista Leraas at harvest@pricoldclimate.org to schedule yours today.

Backyard Harvest is a community-building program in urban permaculture. The program provides both garden fresh food and garden education for homeowners, renters and neighborhoods, as well as entrepreneurial and small scale food production training for our farmers. Our farmers contract with homeowners, renters and communities to create gardens in their backyards, maintain the gardens and harvest all of the produce weekly for each family.

The Backyard Harvest mission is to strengthen the Twin Cities local foods infrastructure one yard at a time by turning lawns into nourishing and healthy landscapes. We connect eaters directly to their food, neighbors to one another, and urban farmers to professional opportunities.

Raingarden Education Workshops

Metro Blooms to Hold 20 Raingarden Education Workshops in 2009

Metro Blooms will be offering 20 raingarden workshops (Part A) from March 18th through June 4th throughout the metro area and 17 raingarden workshops (Part B) March 18th through June 20th.

Three special Native Plant Sales, open to all participants, will be held at various times and locations around the metro area to help participants complete their gardens.

Twin Cities/Aveda Walk for Water

The Aveda Institutes Earth Day Event for 2009 is the Twin Cities/Aveda Walk for Water!

Aveda Salons, Stores, corporate offices and Institutes around the US will be raising money via pledges to help the Clean Water Fund. On this day we will be walking 6 miles, which is the average distance the women in developing countries need to walk each day for clean water.

The event will start in Holmes Park on 4th Street SE at 9:00 am. The students will all have garbage bags and gloves to clean up as we walk.

Look for the Marcy-Holmes banner. We’ll have coffee, bagels, water, bags and gloves, and maps of the area.

Our site is from 35W to Nicollet Island, East Bank of the Mississippi River. We keep a log of unusual finds, and we bring all the bags for pick up to the corner of 6th & Main.

Last year we had a good turnout from students, as well as longtime residents. Together we can make a difference along our beautiful riverfront.

No need to rsvp, just show up.
