Sporty’s Pub & Grill, located at 2124 Como Ave SE, Minneapolis, will be hosting a free, Community Holiday Meal, on Christmas Eve, from 5 p.m. to 7 p.m.Their intent is to provide a gathering place for a community celebration, as well as helping those who may be in need, or who are alone during the Holidays.
The menu will include turkey, ham, and other Holiday favorites. (vegetarian choices will be available).
Guests are strongly encouraged to make reservations by calling 612.239.8988.
This will help us prepare enough food for everyone.
Volunteer help is welcome and appreciated. We would also welcome any food donations, especially pies or desserts, homemade or store bought . We are also soliciting food donations from local wholesalers & producers, and we will also accept donations from anyone who is interested.

15th Avenue SE Urban Design Plan:
Background and Purpose
The Marcy-Holmes neighborhood undertook a master plan in 2003. The City adopted the plan in December 2003. Since that time, the neighborhood did additional planning work regarding direction for specific redevelopment sites, which was adopted by City Council in January 2007.
Building on guidance in both of these for 15th Avenue SE, Marcy Holmes has recently completed a second supplement to the neighborhood master plan, the 15th Avenue SE Urban Design Plan. The MHNA Board voted to adopt the plan at their November 2008 meeting and now the process of city adoption has begun.
The purpose of this document is to articulate to the development community and potential implementation partners the community expectations for new, aggressive, high-quality development on 15th Avenue SE. The document outlines a design strategy, makes recommendations, and shows conceptual plans for the three and a half block study area.
Current Status
The 15th Avenue SE Urban Design Plan has been completed and is available for public review. This plan was completed and approved by the Marcy Holmes Neighborhood Association. The City encourages any interested stakeholders to read the draft plan document and send any comments to Joe Bernard, Senior City Planner.
The 45-day public review period begins on December 19, 2008 and will end on February 1, 2009. City staff will review all comments and make necessary changes to the draft document prior to the approval process. The official City approval process will begin with a public hearing at a City Planning Commission meeting in February 2009. City Planning Commission hearings are generally held two Mondays a month at 4:30pm in City Hall room 317.

Home Buyer Incentive Program available January 2009

The University District Home Buyer Incentive loan program offered through the University District Alliance (“Alliance”) is a down payment and closing cost assistance program to encourage the purchase of homes by owner occupants as a primary residence in the University District neighborhoods.
The program offers up to a $10,000 two-percent interest loan that is forgivable over five years to qualified borrowers, buying a home in which they will live, located in the five University District neighborhoods: Cedar Riverside/West Bank, Marcy Holmes, Prospect Park East River Road, University, and Southeast Como.
U of M Employees: a portion of the funding for this program is available specifically for employees of the University of Minnesota.

Strengthening the City’s rental licensing ordinance
The Council amended its Rental Dwelling ordinance to enable the City to require a management plan from a licensee after a first incident of prostitution, drug sale or weapon use. (Previously, no action could be taken until the second serious incident. As a result, neighbors were forced to live with dangerous situations and/or disorderly conduct for as much as a year.) The amended ordinance also allows Crime Prevention Specialists to reject inadequate management plans and work with the licensees to develop plans that will improve rental property management.
Cold Weather and Auto Theft
Cold weather is back and we can anticipate a few more auto thefts. We want to stop auto thefts from occurring. Therefore officers are tagging vehicles which are left running. In fact officers can tag victims who left their keys in the car and the car was stolen. This is because stolen vehicles and the pursuit of them, create a liability from pursuit, crash, and even injuries. The city ordinance which addresses open ignition is: 478.160. Duty to lock ignition, remove key. Every person parking a passenger automobile on a public street or alley in the city shall lock the ignition, remove the key, and take the same with him. (Code 1960, As Amend., § 411.190.)

Info on a new organization: The Minneapolis Historic Homeowner Association
Since over 50% of homes in Minneapolis are at least 70 years old, area community organizations know how important it is to embrace this heritage and recognize the homeowners who restore and maintain these properties. Homeowners who take pride in their homes benefit the community by providing the neat, well cared for properties that project positive images of healthy neighborhoods.
Our goal is to provide grass roots support for both the owners of historic residential properties and the community organizations that sponsor these individuals.
We will do this by working together to provide tools, education, communications, and activities focused at the preservation and restoration of residential properties. By providing a social setting and deep comradery for individuals restoring older homes in Minneapolis, we hope to strengthen existing community organizations and create additional local historic groups.

Letter from U of MN about safety:
Dear Twin Cities students, faculty, and staff,
As a campus community, we have all shared concern over the recent spate of armed robberies near the east bank of the Twin Cities campus. The University of Minnesota Police Department and Minneapolis Police Department have worked hard together to solve these crimes. On Tuesday, November 18, Minneapolis police arrested the individuals they believe are responsible for some of these incidents.
While this is very good news, these incidents serve as a reminder that we all must do everything we can to promote safety and security on and near campus and in our lives. Here are some things you can do:
