The Minnesota Department of Transportation has scheduled a series of open houses for the I-35W St. Anthony Falls Bridge replacement. Open houses are informal events, and provide opportunities for the public to talk to and ask questions of the project engineers and to learn about the new bridge design. All meetings will be held in Minneapolis.

Prevent Burglary, Keep Doors and Windows Locked

We have realized an increase in burglary of dwelling in Southeast Minneapolis during the last week. The most common types of burglary have been through an open window and burglary of garage.
Most of the burglaries have occurred between the hours of 10:00 p.m. and 6:00 a.m. They have occurred in the following blocks:

Bridge Meeting Followup
We had a good discussion at MHNA meeting last night about the new 35W bridge, rebuilding and what will happen in the interim. Some highlights:
We now fit the criteria re: increased traffic flow to be eligible for a stoplight at 6th & University. Now funding is being sought. This was a priority of the Mayor before the bridge collapse and it is still a priority.
MNDOT wants to hear from us! So please send your ideas, opinions, concerns, as they have the power. Besides the bridge design, there will be traffic flow, construction noise, pollution, etc to consider in our comments.

August 21, 2007

1. Meeting called to order at 7:35 pm by Arvonne Fraser, president.
2. A motion to approve the agenda was passed.
3. Board actions taken earlier tonight were reviewed.
The Exec Committee
* Voted to approve a strong beer and wine license for Shuang Cheng restaurant to enable them to sell Chinese beer. Public hearing is Sept 11
* Voted to approve an application to the Carlson School of Business for a class project to create a marketing plan for the neighborhood.
* Voted to go forward with a nomination of Paul White¹s house for a MN Preservation Award.
* Voted to approve MHNA Consensus Statement concerning the rebuilding of the 35W Bridge, which collapsed Aug 1. The statement was presented at the first public meeting on the bridge at Van Cleve Park.
Land Use: Â The committee was meeting on Aug 1 at Dunn Bros when the 35W bridge collapsed, a memorable meeting for all.
* Met with owners of properties adjoining Flour Sack Flats Phase 2 to see if aligning the river side of the project could match existing neighboring setbacks to provide a view corridor. From 6th Ave  5th Ave SE. Until the Schafer Richardson project is built, this area will be very visible from the river side of Main St. MHNA’s position is to maintain the alignment and not allow Flour Sack Flats to encroach there. (Item at City Council 9/17)
* Met with West Bank CDC directors to discuss possible work in Marcy-Holmes.
* Met with developers planning a strip mall, University Crossings, for 10th & University, a moot point now since the site will be used for MNDOT bridge reconstruction for the foreseeable future. Still the committee plans to send in comments re: unsuitable project for this site that doesn’t conform with our master plan and objecting to administration review that would allow this.
* Met with owner of 628 University Ave SE, planning to do a mixed use development there. Due to present zoning, that may not be possible.
Safety & Livability: Leonard Paredes reported that a subcommittee of the Committee has been dealing with the T-Mobile antenna issue for the past few months. The subcommittee has negotiated with the company to move the tower down and inside the penthouse. Another meeting is scheduled to iron out details. With Tom gone, some question as to who is authorized to sign an agreement for the neighborhood. It was decided that a subcommittee is not authorized but that the board would empower the S & L Committee to speak for MHNA.
* The S & L Grapevine is sending out a message to students, new residents welcoming them and providing helpful information. CM Hofstede also had a flyer. We will get them combined for distribution starting Labor Day weekend.
4. The main part of the meeting concerned the 35W ridge situation. Assistant Director of Public Works, Heidi Hamilton, was introduced by CM Hofstede. They are working on signal changes as they monitor traffic, especially on Central Ave. Some parking will be removed there and striping will be done to improve flow. They are working to adjust bus routes, with traffic control agents on the streets, Bridge 9 opened at one end for viewing. When the body recovery is complete, the 10th Ave Bridge will be reopened to some traffic. Some problems remain – the upriver side has no sidewalk and the railing is low. Gawkers are expected for some time. The city is seeking funding now for a stoplight at 6th & University, due to the increased traffic. It is impossible for walkers and bicyclists to cross and also for cars to turn at the avenue intersections. It was suggested no parking 30 Feet signs should be installed at corners. The city’s idea of closing 5th St at East Hennepin was unacceptable. The U of MN is concerned – they want 10th Ave Bridge reopened. They are sending out letters to students and workers encouraging alternative transportation.
The new design of the bridge was discussed. Nothing has been decided but the general layout was made public today. The city council has to give Municipal Consent before the bridge can be built. City Council can put conditions on the plan — it’s a complicated process. The governor set a letter to MNDOT instructing them to make the bridge light rail ready. MHNA members were urged to get comments to MNDOT, either by email or at the upcoming public hearings. A question was asked about whether our Master Plan, adopted by the city, was being considered in the bridge plans. Ms Hamilton was aware of it and finds it helpful. We are the neighborhood most affected. Again, people were asked to contact MNDOT with any suggestions, complaints.

6. MHNA members Steve Smela and Jackie Dekker Travis presented information
on the Grand Rounds Missing Link. They represent us at the citizen advisory committee looking for a link between St Anthony Parkway and River Road. Open houses for public input are planned for this fall. See the website: minneapolisparks.org for criteria and proposed routes. The completion of the Grand Rounds is MPRB’s number one priority this year and the city is supporting this at the legislature.
7. Missy Toft spoke to the group about her experience so far as our neighborhood photographer as part of the Overexposure program. The nonprofit group tries to pair every neighborhood with a photographer and she is one of ten in the first round. She passed around contact sheets. Several exhibitions of the work are planned. She is with us until early November. She started in July. MHNA can use photos for one year, most likely for marketing.
8. Misc.
* Petra Duecker has replaced Layla Davis as our Restorative Justice
Community Action liaison.
* Volunteers are still needed to attend conferences.
* Kendre Turonie announced several events taking place on Sept 15, see Sept. Items of Interest. She reminded all that she could furnish food and beverages for any block parties to welcome students.
* Pan Hellenic’s safety/lighting block party is set for Sat Oct 13 on 5th St SE between 11th and 12th Aves SE.

35W Bridge Meeting
Community meeting  Monday, August 20, 7:00 p.m., at Van Cleve Park building, 901 15th Ave. S.E.. This meeting is hosted by Council Members Paul Ostrow, Cam Gordon, and Diane Hofstede. Minneapolis Public Works officials will be present to answer you questions and gather your comments and suggestions. The focus of this meeting will be traffic and transportation impacts on the SE and NE neighborhoods after the 35W bridge collapse.
35W Bridge Discussion
For those of you who were not present at the 35W community meeting on August 15th, there are still opportunities to weigh in on the discussion — both new bridge design and what’s happening in the interim.
Last night the message from officials was – we want to hear from you! We are the eyes on the street and need to report where the traffic problems are, solutions, etc. Many ideas were generated last night, including:
Signs needed at all avenues intersecting University and 4th St SE No Parking 30′to clear sight lines for turning
Stoplight needed now more than ever at 6th Ave SE
Open 10th Ave Bridge to pedestrian and bikes first
A plea to shop local – nearby businesses are being hurt by this
A desire to plan for light rail on bridge at some time
Changing the timing on some traffic signals
Keeping neighborhood streets form becoming freeways
Keeping Second St SE open

The following consensus statement from the MHNA Board and Land Use Committee was approved by the Executive Committee today concerning the 35W Bridge Rebuilding.
SLOW DOWN THE PROCESS. A 100-yr bridge can’t be designed in a day.
SEIZE THIS OPPORTUNITY. Years from now, today’s politicians will be recognized for their foresight and vision, not their undue haste , in rebuilding the bridge.
Consider how the new bridge could help and hurt us.
CREATE A BRIDGE DESIGN THAT COMPLEMENTS THOSE NEARBY

Council Member Community Meeting on I-35 updates

Council Members Gordon and Ostrow and City Public Works staff, possibly joined by other elected officials, will give information and solicit input from residents of Southeast and Northeast Minneapolis on transportation issues in the aftermath of the I-35W bridge collapse.
MNDOT Updates
MNDOT has added a new tab to its website related to the rebuilding process. Neighborhood residents may be interested in checking out this website:

This link has information on upcoming MNDOT pubic forums to discuss reconstruction of the bridge. There are no details up yet, but the meetings are expected to be scheduled and posted shortly.
The site also has copies of two memos that the Governor received on Friday, August 10th:
1. The Federal Highway Administration issued a letter to the Minnesota Department of Transportation which delineates which costs for repair and restoration actions are eligible under the Emergency Relief program.
2. Lt. Gov./Commissioner Carol Molnau and Metropolitan Council Chair Peter Bell issued a letter to Gov. Tim Pawlenty outlining their reasons for concluding the inherent disadvantages of including a light rail line on the new bridge.

TOUR THE UPPER ST. ANTHONY FALLS LOCK AND DAM
Re-opening August 13
Thursday -Â Monday; 9 a.m. to 4 p.m., with tours on the hour except over lunch (or as posted at the site)
The Visitor Center at Upper St. Anthony Falls Lock and Dam, operated by the U.S. Army Corps of Engineers’ St. Paul District, reopens for previously scheduled tours and public access on August 13. The Visitor Center and lock and dam had been closed to assist emergency response and recovery operations from the collapse of the I-35W Bridge.
The FREE tour will last up to an hour and include only the Visitor Center. The tour information will consist of the history of Upper St. Anthony Falls, navigation on the Mississippi and the operation of the lock structure. A visitor safety and security briefing will be provided to each group before they enter the facility. A maximum of 30 people will be allowed for each tour.

Identity Theft

Identity theft occurs when someone uses your personal information (name, Social Security number, credit card number or other identifying information) to commit fraud or other crimes. This may include a credit card account being opened in your name; you get billed for the purchases. The thief might use your information to open a checking account and write bad checks, or even buy cars or take out loans in your name.
Preventing identity theft can be relatively simple. For example, don’t share credit or Social Security numbers with people that shouldn¹t have them. Buy a paper shredder and shred bills and other mailings, rather than throwing them in the trash.

There will be lots of out of town artists participating in their September 8th show. These artists are without cars, have limited funds, and have lots of work to do to get their pieces installed for the show. Can you let one of them stay with you?
Our family has hosted Soap Factory artists for 4 years. It is an absolute pleasure! We enjoy getting to know the artists – and know that they appreciate our hospitality. They have always been perfect guests. It is easy. All they need is a place to sleep and shower. You don’t have to feed them. You don’t have to drive them around. Sometimes they are so busy working at the soap…that you will hardly see them. And then, you get to go to the opening and see what you have supported.

Discount Tickets: State Fair and More
The U of M Student Unions have reduced-price tickets available for the State Fair, the Renaissance Festival, Valleyfair, the Science Museum, and the Children’s Museum. State Fair tickets, for example, are $8.00, a $3 savings over normal adult ticket price. Save $4 on Renaissance Festival tickets, and $9.95 on Valleyfair adult ticket prices. Tickets are available at three Student Unions locations on campus.
PLEASE ALSO NOTE that the State Fair tickets are available at the Student Unions only through August 22, the day before the start of the Fair. After that, we all have to go to the Fair box office, and pay full freight!
