MINUTES of the MHNA General Membership Meeting
3/21/06

- Meeting called to order at 7:30 pm by Joe Stokes, Vice President.
- The agenda and February minutes were approved.
- Third Ward Council Member Diane Hofstede thanked us for our participation in the Third Ward Summit. A city Transportation Study is underway. She hopes it will go beyond “density†and address the “under servedâ€. Public Safety is a big issue here – she is meeting with Val Wurster, Second Precinct Inspector, to develop an ongoing regular meeting that will develop actions. She has met with University of MN reps and sees a great opportunity to renew relationships and work collaboratively. CM Hofstede is n the Miss. Watershed Management Org. board and reminded us that grants are once again available. She is still working on the top 5 problem properties we forwarded to her.
- Board Actions from tonight:
- Executive Committee – Accepted and welcomed three new appointed board members: Joe Sortland and Laikun Tang (student reps) and Leo Melzer (Old St Anthony Assoc/ NE Merchants).
- NRP – Rental Rehab matching grants applications are now available. Dutch Elm Disease Prevention matching grants are also available. April 18 we will host the neighborhood NRP Elections. Restorative Justice is seeking volunteers for the Community Conferences. A new set of dates has been posted and is available here tonight. Marcy-Holmes has benefited from this program – the east side of the neighborhood is much cleaner due to the regular trash sweeps that are part of the Community Service for Restorative Justice. We will begin same on west side soon. RJ volunteers also assisted in Story Time at Luxton Park and helped with some gardening and a graffiti survey here. Also at the April 18 meeting – the final report on the supplemental Master Plan.
- SEMCOL (SE Minneapolis Council on Learning) – The group has hired a liaison to work with parents. They have applied for grants as their funding has run out. SE READS is another of their programs, s well as a book drive. There are many collection places in the neighborhood for children’s books, which will all be given to SE children. Target Corp. has been very helpful.
- Safety & Livability – This committee is changing its meeting date to FIRST Monday of the month, beginning April 3rd. They meet at 7 pm, First Congregational Church, 5th St SE & 8th Ave SE. They analyze the Codefor stats – we had 72 total in Feb, most were theft from motor vehicles. There were high numbers throughout the precinct. Committee Chair Tom Lincoln met with Inspector Wurster, Lt. Ike Del Ugo and CCP’s Carol Oosterhuis. They shared data and used a map to show locations of the thefts from auto a week before and a week after a significant arrest was made. He felt reassured they understand the issue and are addressing it as best they can with the staff they have.Tom reminded the group about the April 8 Safe Summer 06 meeting. Three motions were passed from this committee tonight:
- To sign the SAWNO petition asking to establish and maintain a minimum daily staffing level at the Second Precinct.
- To sign a letter to our legislators asking them to petition the U of MN to provide funding for an additional 12 police officers to patrol the campus neighborhoods as a condition to funding the new stadium.
- To urge Regulatory Service’s Rocco Forte to assign one of the new student interns to our neighborhood to deal with offenses like trash, weeds, graffiti. The new interns will be able to write citations.
The Safety & Livability Committee has found that students are a vulnerable population and often victims of crime. The committee is striving to make the neighborhood safer for all.
- Land Use – Chair Jo Radzwill and committee approved and board seconded:
- Sending a letter to the city not opposing a size variance for the sign at the Library Bar & restaurant, 13th Ave SE & 4th St SE, provided the neighbors across the street concurred.
- Sending a letter to Max Allers, Max Marketing, planning a new office building at 625 East Hennepin. The letter will thank him for working with the committee and addressing their concerns.
This committee also heard an update from HKGi and feels the concept designs they will be showing at the MHNA April meeting are headed in the right direction. Also noted – an Industrial Land Use meeting for the city is coming up soon and Jo will attend on MHNA’s behalf.
- MISC
- The Garden Committee meets March 29. We have here tonight info on the Marcy School Plant Sale – great plants and a big fund raiser for the school.
- The Earth Day River Clean Up is Sat April 22 – volunteers needed – meet at Father Hennepin Bluffs Park 9:30 am.
- A new group is forming – the R & R Social Club (Riverfront Residents). It is hoped this will be a bimonthly gathering of people living along the river, new and old residents, a chance to mingle, exchange ideas, have fun in rotating locations in riverside neighborhoods in a 1-mile radius from Hennepin Ave. Bridge If this sounds interesting, contact the office – we need volunteers to organize.
- And finally some member news. We were very sorry to learn of the death of Delores Link, a faithful attendee of these meetings. We send out get well wishes to Elsie Charlton and Laurice Jameison, both recovering from surgery.

Land Use Committee: March 2006 Minutes

Guests: Amanda Dlouhy (neighborhood resident), Laura Boyd (The Library restaurant and bar), Jim Miles and Max Allers (Max Marketing, 625 Hennepin Ave E.) and Jeff Miller (Hoisington Koegler Group, Inc.)
- Sign variance for The Library Minneapolis, 1301 Fourth Street SE. Laura Boyd presented additional drawings of the proposed three-sided sign for The Library restaurant and bar as it would be positioned on the building. The sign is positioned at the corner of the building and can be seen from Fourth Street SE or 13th Avenue SE. City regulations allow projecting signs are allowed in the C1 zoning, but a variance is requested to accommodate the size. The city allows 12 sq. ft. per primary building wall and the sign dimensions are approximately 22.4 sq. ft. per face. The sign will be lit from 5 p.m. to 2 a.m. with constant, non-moving lights.Action:The committee recommends the Board submit a letter stating that the Marcy-Holmes Neighborhood Association does not oppose the sign subject to the approval of the Dinkytown Business Association and to the approval of the apartment building across 13th Avenue SE from the Library bar and restaurant.
- Archive, 700 – 708 Central Ave SE. The committee had previously requested that developers come back with a complete list of all zoning changes, variances, conditional use permits required for the entire project so that the committee could consider all issues at the same time the letter was sent regarding MHNA support of the change to C3A zoning (passed in February). Developers did not appear so it was assumed that they were not ready at the time of the meeting.
- Office building at 625 E. Hennepin. Jim Miles and client Max Allers presented changes to their plan for a one-story office building on the triangular property at this location. As a result of feedback from the February land use meeting, the developers have inset the door on E Hennepin Ave and doubled the amount of glass (windows) in the building. In addition, they have designed a sidewalk from the parking lot to the E Hennepin Avenue entrance. The committee would like to reiterate their unanimous approval of the rain garden and landscaping of the property. The suggestion was made that they consider using a flat roof and installing a green roof to further ameliorate the drainage problems of that particular property.Action:The committee recommends the Board send a letter thanking developer for his willingness to work with the neighborhood to make changes in the design in consideration of the MHNA Master Plan and the Minneapolis Comprehensive Plan.
- Jeff Miller, from Hoisington Koegler Group, Inc., gave us an update on their concepts for the three main development areas and the committee reviewed a sample “information sheet.†The committee was also asked how it thought the smaller, scattered sites should be handled. Some ideas were presented at the meeting and Arvonne volunteered to give that issue additional thought and get back to Jeff.

- The Committee reviewed CODEFOR crime stats for the month of February January. Total crime is up 14% from last February. 72 total CODEFOR crimes are 2nd highest for neighborhoods in the City. Theft from motor vehicles continues to be a problem. Robberies and assaults (3 total ) are down significantly from last month. No Crime Alerts have been issued for Marcy-Holmes.
- Crime stats and information continues to be an issue. Inspector Wurster issued a letter in response to this committee’s request for the restoration of data we used to receive. The 2nd Precinct cited consistency and additional responsibilities with the noisy and unruly assembly ordinance and Restorative Justice. Weekly maps and monthly CODEFOR data is still available on-line.
- Carol Oosterhuis, our 2nd Precinct Crime Prevention Specialist, was not able to make the meeting tonight because of standing conflict with the 2PAC Meeting. We moved to move our meeting to the first Monday of the month. Her phone number is (612) 673-2874 and e-mail address is carol.oosterhuis @ci.minneapolis.mn.us.
- As a result of last months meeting, a subcommittee has been meeting on Saturday mornings at 9:00 AM at Dunn Brothers to organize the neighborhood-wide meeting on crime and safety. The meeting will be held on Saturday, April 8, 2006 at 9:30 AM until noon at First Congregational Church (500 8th Avenue SE). The meeting and campaign has been themed Safe Summer ’06.
- Significant outreach is planned for this event. An insert will be placed in April issue of The Bridge, to be delivered on April 1 or April 2. Tom Lincoln will write a letter to the editor that will be published in the April issue of The Bridge. Melissa Bean will include in the MHNA monthly e-mail and mailings. Melissa Bean has secured the Varsity Theater marquee for several days. Matt Hill will write an op/ed piece in The Daily. Tom Lincoln is working with the Daily editorial staff to do an article the week prior to the meeting. Parts of the neighborhood will be leafleted, potentially by Restorative Justice folks. A phone tree is being developed.
- Jan Morse, Harriet Johnson, and Deb Girard volunteered to do leafleting.
- Several months ago, Michael Rainville of the St. Anthony West Neighborhood Organization brought to the committee a petition requiring the MPD to have a minimum daily mandatory staffing level. At the time, it did not have specific staffing levels. We requested additional information from Michael Rainville. I spoke with Mr. Rainville at the 3rd Ward Summit on March 4. He stated that he had signatures from 14 of 17 eastside (2nd Precinct) neighborhoods. He did not have specifics, but wanted to present to the City Council’s Public Safety subcommittee as soon as he could and work through the details. This is a political issue. The Committee moved and approved a motion to request the MHNA Board to authorize its President to sign the St. Anthony West Neighborhood Association petition with the added language about noisy and unruly assemblies and drug dealing. Tom Lincoln will draft this motion for the Board Meeting on March 21, 2006.
- At two recent State Legislative Session preview meetings conducted by Senator Larry Pogemiller and Representative Phyllis Kahn, Gordon Kepner presented a proposal to persuade the University of Minnesota to provide funding to the MPD to provide 12 additional police officers dedicated to patrol the southeast neighborhoods adjacent to campus. These additional officers would provide additional public safety for the unique issues confronting these neighborhoods as a result of proximity to the University. These additional officers could help mitigate the significant issues associated with the on-campus stadium. The opportunity to make this a political issue is now. The Committee moved and approved a motion to the MHNA Board to authorize its President to prepare and sign a letter requesting our legislative delegation (Pogemiller and Kahn) require the University of Minnesota to provide funding to the MPD to provide 12 additional police officers dedicated to patrol the southeast neighborhoods adjacent to campus as a condition of public funding of an on-campus football stadium. Tom Lincoln will draft this motion for the Board Meeting on March 21, 2006.
