MINUTES of the MHNA General Membership Meeting
Sept 20, 2005
University Lutheran Church of Hope, 601 13th Ave SE

  1. Meeting called to order at 7:30 pm by Brian Biele, president. The agenda was approved (Brad Bellows).
  2. The June and August minutes were approved.
  3. CM Paul Zerby addressed the group. The 15th Ave SE lighting project passed unanimously at City Council. He thanked MHNA, especially Ardes Johnson, Brian Biele and Melissa Bean for their efforts on this. The lights should be in place by the end of the year.U Light Up the Night event was a success. CM Zerby received a plaque thanking him for his support of the 15th Ave project. There will be a new effort to add lighting to 4th St SE and 5th St SE, east of 35W. Operation Night Cap resulted in many citations for alcohol related offenses here – over 350 for minor consumption, 57 for disorderly conduct, 5 DWI. We should see levels of police increasing in the neighborhood as seven more officers come to the Second Precinct. One will be a “beat cop” in Dinkytown.CM Zerby toured the A-Mill recently and suggested we contact Schafer Richardson for our own tour.
  4. Board actions taken tonight were announced:
    • The board agreed with the Executive Committee and voted to not object to outdoor seating and a Class B liquor License for the Library, 1301 4th St SE. The committee also asked that a condition be put on the license that would require the Library to maintain sales of 40% food to 60% liquor, as other nearby establishments are required to do.
    • The Board agreed with the Executive Committee to not object to a full liquor license for Mangia, 1501 University Ave SE.
    • The board agreed with the Executive Committee to recommend opposing the by-laws amendments coming to vote at the October meeting.
  5. NRP Phase II plan was approved by the City Council. Copies are available at the website: www.marcy-holmes.org. The new NRP Implementation Committee is has started to meet. They are in the progress of hiring a new student liaison. There are still some openings on the committee.
  6. Holly Hinman, of St Paul Energy Consortium, gave a presentation on the Hourcar car – sharing program that recently moved to East Hennepin. The membership owns the cars, which are parked in clusters around the Twin Cities. Members make short-term reservations for a few hours at a time and pay for mileage and a small hourly fee. Membership costs pay for insurance and maintenance. People can reserve online or by phone. All cars are 2005 Toyota Preus hybrids which emit 90% less pollution. There is a $50 application fee and monthly dues. Another option is to pre-pay. People must have a valid driver’s license, a good driving record and 5 years of driving experience to participate. They are working with developers and associations to get residents to join. Go to www.HOURCAR.org for more info.
  7. A Crime Alert has been issued for our neighborhood for Theft From Auto. People on our e-mail list already received this notice, but for those without email: Since Sept 1 there have been more than 30 thefts from motor vehicles, mostly occurring at night. In most cases, a car window was broken to gain entry. Numerous compact discs, radio/players, a briefcase, a purse and cell phone are among the items stolen. There is no suspect information but you are advised:
    • Do not leave items in your car.
    • Be on the lookout for suspicious activity and call 911 to report unusual behavior, car alarms or sounds.
    • Keep your car locked when it is parked.
    • If you have a garage, use it. Lock both the car and the garage.
    • Always park in well-lit high-visibility areas.
    • If you must leave items in your car, place them in the trunk before reaching your destination.
  8. Reminder that at the October meeting there will be a vote to change the by-laws. Only current members can vote. If you have renewed since June 1, 2005 you are current. If you were current as of May 31, 2005 you need to renew (at the meeting) in order to vote. Credentials will be required – no exceptions! We need photo id and documentation that shows your current address in the neighborhood. If your photo id does not show your address in the neighborhood, please bring an original bill for water, current lease, sewer, gas, electric, phone, solid waste or cable television services that includes your name and current address in the neighborhood and has a due date within 30 days of meeting.If you are a student, you can also use one of the following documents.Student photo ID, along with registration or fee statement with your current address
  9. A meeting to gather input re: an Industrial and Land Use Study is scheduled for: Wed Oct. 12 Van Cleve Recreation Center 7 pmThe study is being conducted for Maxfield research for the city of Minneapolis.
